RDC ratifies Marshall Security invoices and approves one-year security contract for Hopewell; commissioners request service-area map

On July 21 the Redevelopment Commission ratified four Marshall Security invoices covering service after an earlier contract expired, and approved a new agreement with Marshall Security LLC for the period July 1, 2025, to June 30, 2026, at $121,056.
Staff said the previous contract expired March 1, 2025; Marshall Security continued to provide services while staff processed invoices. The four invoices covering the period through June 30 totaled $39,469.56 and were presented for ratification. The new one-year agreement covers continued security patrols of RDC property at Hopewell.
Commissioners and staff discussed the geographic footprint covered by the contract and whether security responsibilities will shift to other city departments as properties transfer out of RDC ownership. Commissioners requested a map to clearly show which parcels and yards are under contract; staff agreed to append a map to the contract and record. The commission voted unanimously to approve the contract and ratified the invoices.
Staff said security funding for these services is charged to the consolidated TIF. Commissioners discussed transition planning as Hopewell redevelopment proceeds and said they expect contract scope and costs to be revisited as parcels transfer to other owners or when occupancy reduces the need for contracted patrols.
