The Redevelopment Commission unanimously approved Resolution 25-105 on Aug. 18, authorizing a contract with Tech Electronics of Indiana LLC to install badge readers and locking mechanisms for the Mill/Forge facility. Staff said the expense was a contract to formalize previously approved furnishings, fixtures and equipment (FF&E) expenditures and reflected additional scope beyond earlier networking work.
"Previous services from Tech Electronics were for networking... this contract is for badge access readers and the door locking mechanism," Anna Kelly Hansen said. The contract was described as a previously anticipated additional charge to the FF&E line that required a formal agreement to proceed.
Commissioners raised several operational and budget questions: staff confirmed the consolidated TIF fund number cited in the resolution would be corrected before signatures; commissioners questioned why the access-control work was not included in the original FF&E estimate and whether more tech-related charges remained. Staff said they expect two additional tech-related expenses — elevator cameras and possibly exterior security cameras — though no contracts or firm costs were on the table at the meeting.
Members pressed for clarity on who will carry ongoing maintenance costs for technology equipment. Staff pointed to the Mill/Forge management and lease documents and noted that interior equipment and IT systems are generally tenant responsibilities while the RDC retains responsibility for structural items and certain building systems. "Under tenant responsibility, it says repair and maintenance of all electronic and telecommunications equipment and soft goods," a staff member summarized. Commissioners requested staff provide the RDC with a consolidated comparison showing the project's remaining FF&E obligations and overall budget status before signing subsequent tech contracts.
There was no public comment. The commission approved the resolution by unanimous roll call. Staff said they would correct fund-account references in the contract and return final budget comparisons for the project so commissioners could confirm the overall program remains under budget before approving any further tech expenditures.
