Cumberland Schools adopt clear-bag procedure for athletic events; athletic-eligibility rules change follows NCHSAA guidance

Cumberland County Schools will implement a clear-bag policy for district athletic events and has updated athletic staff on a North Carolina High School Athletic Association (NCHSAA) change in attendance-based eligibility rules.
Student activities director Mister Barber told the budget and student activities committees the clear-bag procedure — limited clear bags no larger than 12" by 6" by 12", one small clear clutch (no larger than 4.5" by 6.5") and an allowed one-gallon clear zip-top bag for small items — is designed to speed gate entry and add a layer of security. He said the district will allow medically necessary items, strollers and wheelchairs and will supply one-gallon clear bags at gates for patrons who arrive without an approved bag.
The district plans communications immediately: parent‑notification scripts for school use, social-media messaging, signage and principal scripts; student activities staff said the procedure will begin at athletic events on Aug. 22 to coincide with the first football games and that schools will be given time to notify families.
On eligibility, athletic directors briefed the committee on an NCHSAA policy enforcement change that calculates attendance by instructional days rather than periods. Previously Cumberland used a 54‑period maximum; NCHSAA will now count instructional days and considers a student present for a day if they attend at least 50% of the instructional minutes. The state will focus waiver review on unexcused absences: students can remain eligible provided they do not exceed the state limit on unexcused absences in a semester; local staff said they would run daily attendance detail reports from Infinite Campus to translate absences into the new day-based measurement.
Coaches and athletic directors were told to document attendance carefully and to expect the district to provide guidance on applying the new day-based calculation. The district also noted that while NCHSAA handles the association’s waiver process, district attendance and academic-promotion policies (including consequences for excessive unexcused absences) remain in effect.
