Commission OKs Weddell Brothers temporary storage at Convention Center parking lot after clarifications; agreement amended for date and party names

The Redevelopment Commission on Sept. 2 approved an agreement authorizing Weddell Brothers Construction to use a blue-hatched portion of the Convention Center parking lot for temporary construction storage during the Convention Center expansion, provided the agreement’s date and third‑party references were corrected.
Staff advised that parcel ownership within the lot is split among the RDC, the city and the Bloomington Municipal Facilities Corp., and that deeds have been recorded to place the RDC portion under commission control. Commissioners raised concerns about taking parking capacity offline and whether convention center operations had been consulted. Margie Rice of Corporation Counsel and Talisha Copic (convention center operations) were referenced during the discussion; counsel said the convention center operator had been consulted and supported the staging.
Commissioner discussion also identified clerical errors in the draft agreement: the document used a leftover acronym “BCM” from a different packet item and dated the draft in August rather than Sept. 2. Staff agreed to correct the date and party-name references. After clarifications, a motion to approve resolution 25-113 as amended (with date and party-name corrections) passed by roll call.
The agreement includes a standard right-of-entry and a 30-day termination clause allowing the city to reduce or terminate staging if operational conflicts arise. The contractor must return the property in the same or improved condition and obtain required permits for staging.
No public opposition was recorded at the meeting.
