Redevelopment Commission approves $153,444 change order for Hopewell West; completion pushed to Nov. 15

The Redevelopment Commission on Sept. 2 approved change order No. 1 for the Hopewell West project to address a soil management plan and extended the project completion date to Nov. 15, 2025. The approved change order adds $153,444 to the contract, raising the total to $1,840,763.55.

The change order was described at the meeting by Roy Eaton, city engineer. Eaton said the work stems from a soil-management plan that had not been fully identified prior to bidding and requires stockpiling, testing and, if necessary, off-site disposal. “This is a scope change ... additional stockpiling until it's tested,” Eaton said. He told commissioners the contractor’s estimate matched the city’s expectations and that, if tests show material is clean, it will be reused on-site; otherwise disposal under the existing vet contract would follow.

Commissioners pressed for numeric clarity on the resolution language; staff corrected the resolution to reflect the higher total contract amount. The commission then voted by roll call to approve resolution 25-106; the motion passed unanimously.

The action adds 14 days to the contract schedule. Staff said the remediation and radon mitigation work currently underway at other Hopewell sites may bring future contract adjustments to the commission.

Background: The Hopewell West contract was awarded to Kryder and Kryder. City staff said the soil-management requirements come from an environmental review connected to aggregated redevelopment blocks and apply across the aggregated West Side site. The commission’s approval authorizes the city to pay the change-order amount and accept the revised completion date.
