Parks & Rec and council spar over Manor Beach Park outreach and technical review; steering committee to continue work

Tensions between the Parks & Recreation board and at least one council member surfaced at the Aug. 11 council meeting over the planning process for Manor Beach Park. Council members and residents raised questions about engineering review, use of public funds and whether the board had adequately consulted technical experts; the Parks & Rec board and the mayor responded that the project has been subject to multiple public meetings, a steering committee and consultation with the city engineer and other experts. At the meeting, Parks & Rec read an email sent June 25 from a council member that criticized the committee’s process and urged more data-driven review. Board chairs called the email “deeply troubling,” said volunteers had consistently prioritized transparency and public engagement, and apologized for any misunderstanding. The chairs said they have worked with citizens with technical experience and with the city engineer’s office. Board members invited council and residents to a special meeting on Aug. 25 to review park design and engage the public in next steps. Why it matters: Council and steering committee members said the beach’s shoreline stabilization is the most urgent design issue, and speakers noted the levy that funded the project generated an estimated $270,000 plus a separate $300,000 contribution from a representative. Residents and some council members asked whether the city consulted the U.S. Army Corps of Engineers and other coastal experts; board chairs said many of those questions have been discussed in public meetings and pledged to provide relevant reports. Details: Envision, a consultant supporting the comprehensive-plan work, also updated the council on narrowing community priorities for the comprehensive plan. Council and the steering committee agreed to prioritize mixed-use along Munson Road and to fold property maintenance into plan priorities. Council scheduled a committee-of-the-whole meeting to focus on Manor Beach Park and asked staff to bring appraisal, fire-inspection and any engineering reports to that discussion. Parks & Rec announced a special meeting for Aug. 25 at Lake Mobile Beach Park (weather permitting) to focus on park design. Next steps: Council directed staff to schedule a committee-of-the-whole meeting devoted to Manor Beach Park and asked administration to assemble relevant technical reports, appraisal and inspection documents.
