CUMBERLAND, Maine — The Cumberland Town Council on Monday voted to set a public hearing for Sept. 22 on a proposed amendment to Article II, Section 5 of the town charter that would clarify when a councilor’s three-year term of office begins.
Councilors said the proposed amendment is largely housekeeping: it would make a councilor’s three-year term begin on July 1 (or at the next council meeting) rather than the day after the election, which had created occasional confusion when swearing-in dates fell later. "It just basically says that the term of a councilor is three years. It starts on July 1 or the next council meeting," a councilor who introduced the item said.
A councilor moved to set the date for a public hearing, and the motion passed unanimously. If the council proceeds after the public hearing, the amendment would be placed on the ballot for voter consideration as required by the charter process.
The council encouraged public input at the Sept. 22 hearing and noted the change is intended to improve clarity in the town’s election and induction procedures.
