Parks and Recreation staff, represented by Jason Baldwin, asked the board Aug. 29 to fund engineering to expand vehicle parking at Pine Fork Park, saying the facility lacks sufficient parking during peak youth‑sports seasons and large special events.
Baldwin explained the original concept plan included impervious surfaces that were not built (including a proposed field house). Using remaining planned impervious area within the original stormwater footprint, staff presented a draft layout they said would add roughly 97 parking spaces by utilizing unbuilt areas and reusing space. County staff told the board that if the work remains within the previously accounted impervious area, no new detailed stormwater calculations would be required.
Why it matters: neighbors and park users reported vehicles spilling into adjacent residential streets and safety concerns with pedestrians crossing the entry drive. Baldwin said an expanded lot would improve safety and free public‑safety resources that are periodically called to the site.
Board action: Supervisor Pearson moved to authorize Parks and Recreation staff to procure design services for the additional parking at Pine Fork Park using funds already budgeted in FY26; the motion carried on a roll‑call vote with all members present voting aye.
Funding and next steps: staff identified possible internal sources for the engineering and construction funding: reallocation of the $165,000 carryover budgeted for a Quinton splash pad plus a $16,500 FY26 line item, or a portion of savings from a recently completed Pine Fork lighting project (about $170,000 in savings). Staff will proceed with engineering procurement and return with cost estimates and construction recommendations.
