Trustees approve first readings of updates to pregnant/parenting and attendance policies

San Rafael City Schools trustees reviewed and approved first readings on Aug. 26, 2025, for updated policies on married, pregnant and parenting students and on attendance (absence, chronic absence and truancy). The items will return for final board action at a subsequent meeting.
District staff said the pregnant/parenting policy (board policy and AR) was last revised in February 2017 and that recent increases in student pregnancies prompted the update. The revised documents add Title IX–related language, require space for lactation services, clarify leave options and emphasize outreach and “warm handoffs” to community health resources. Staff said they identified between 10 and 20 students with pregnancy-related needs across last school year and this fall, and that the district already provides lactation spaces for staff and can make rooms available for students as needed.
Trustees also approved first readings of policy and regulation revisions for absences and for chronic absence/truancy to incorporate new state guidance. Updates include clearer definitions of excused absences, examples that cover entertainment industry work, new rules on allowable days for religious retreats (no more than one school day per semester), requirements that teachers provide equivalent assignments and tests for excused absences, and procedures for attendance recovery programs and notifications to families when students are chronically absent.
Board members asked about facility needs and whether policy changes require budget modifications; staff said most updates involve procedures and coordination, while some items (lactation space, signage) can be addressed with existing facilities and routine maintenance. The items will return to the board for final approval at the next meeting.
