Board approves nursing contracts to cover specialized student medical needs

The San Rafael City Schools Board of Trustees approved two contracts on Aug. 26, 2025, to secure nursing services for students with specialized medical needs.
Staff said the district uses outside nursing vendors when students require daily medical support, such as insulin management, g-tube care or full-time nursing coverage. The board approved agreements with Heart of Humanity and Emeritus Healthcare Staffing after staff described the district’s approach and estimated costs.
District staff told trustees that each contract has historically resulted in roughly $100,000 per year in estimated costs, though actual spending depends on the number and level of students’ needs. “Sometimes the student may have type 1 diabetes… We do have a student who has a g tube and needs a nurse with him throughout the school day,” staff said in the meeting.
Board members asked whether vendor nurses also support general health needs for the broader student body; staff responded that vendors sometimes provide front-office nursing coverage for routine care when available and coordinate with district nurses for continuity and backup coverage.
Trustees moved and seconded motions to approve each contract; both motions passed by voice vote. Staff said the contracts enable the district to provide legally required health services and flexibility when student medical needs change during the school year.
