Board to consider adopting Hot Springs Heritage and Historic Preservation Plan dated June 30, 2025

Planning and Development Director Kathy Selman asked the Board to adopt the Hot Springs Heritage and Historic Preservation Plan dated June 30, 2025, prepared with a grant from the Arkansas Historic Preservation Program. Selman said the process began in September 2024 and included four public meetings (December, February, May and one held during a snowstorm that had high turnout) and an online survey. She said the plan contains an inventory of resources and an implementation matrix of goals, policies and actions. Stated goals include documenting Hot Springs history and resources, making information accessible, encouraging reinvestment in historic properties, and building an active local preservation program. Selman said the Historic District Commission, at its Aug. 21 public meeting, called for testimony and then voted unanimously to recommend the board approve the plan. Selman said implementation would be incremental and occur through board and Historic District Commission decisions and private investment. The item will be on the Sept. 2 board agenda for formal action.
