Planning staff presented a request by resident Debbie Cole to extend temporary occupancy of a recreational vehicle at 221 Ida Street for a second six-month period under Hot Springs Code section 16-1-8. Planning and Development Director Kathy Selman said the board previously approved six months' occupancy conditioned on a building permit within 30 days, code-compliant utility connections and final certificate of occupancy by July 21, 2025, and removal of the travel trailer when the permanent structure was compliant. Selman said the required utility connections have not been provided and the structure is not yet code compliant; Cole reports one window replacement during the prior six months and says she is working with a bank on financing to bring the house up to code. Selman said there have been no complaints from neighboring residents regarding the temporary occupancy. Selman recommended that, if the board approves a second six-month temporary occupancy, the board attach conditions requiring a building permit for repairs, that the approval expire on March 3, 2026, and that a certificate of occupancy for the permanent structure not be issued until the travel trailer is removed and the permanent structure complies with construction codes. No formal board action was recorded during the agenda meeting; the matter will appear on the Sept. 2 agenda for consideration.
