At the July meeting, the board received a legislative update outlining several actions in the Ohio biennial budget and the governor's related vetoes.
Board member Don reported that the state House approved a budget proposal that the governor subsequently signed and also vetoed parts of. As part of the response, the governor has formed a property‑tax reform working group and asked for "concrete proposals by September 30," Don said. "It's hard to imagine that a work group will be able to accomplish that in the short period of time, but that's kind of the goal right now, to get some proposals together."
Don told the board the working group will include two superintendent representatives—one from a large Ohio district, Dublin City Schools, and one from a small district in southeast Ohio that he identified as Fort Frye Local Schools. He also noted the governor vetoed a cash‑balance carryover provision that would have set a 40% carryover amount; at the time of the meeting the legislature had not moved to override those vetoes.
The board discussion returned to concerns about how the next biennial budget might treat the Fair School Funding Plan and the portion of state aid directed to EdChoice vouchers. "We need to continue to fight to get those maximized dollars for our public school system," Don said, referring to a state court decision affirming that state dollars should go to public education rather than vouchers.
No formal board action was taken on the legislative items at the meeting. The board was urged by members to stay engaged with advocacy and to expect additional state activity on budget issues in the fall.
