Council approves preliminary 2026 capital equipment and improvement plan

City staff presented a revised capital equipment plan (CEP) and a capital improvement plan (CIP) that reorganize items into a four-year schedule and clarify which projects are proposed for which years. The council approved the preliminary plans and referred final funding decisions to the 2026 budget process.

City staff member Max (presenter) said the CIP shows a four-year potential schedule and that items in bold indicate the year staff is planning to complete each project. He said many entries come from committees (for example, parks and public works) and from department heads; the packet did not list a single combined dollar total because projects draw from different funds and the total would be misleading.

Council members raised no substantive objections to the updated formatting. Council member Dietrich moved to approve the preliminary plans; the motion was seconded by Council member Hyde and passed by voice vote.

Ending: The plan is preliminary and will be subject to change during the 2026 budget process; individual projects will proceed only if and when budget authority is approved.
