Centerville planning staff reported a cluster of project updates at the Aug. 13 Planning Commission meeting, including City Council approval of a PDO for Porter Lane Estates, an upcoming preliminary subdivision for Portland Estates, an upcoming conditional‑use application for a micro‑enterprise (home‑based) kitchen, submission of the city’s moderate‑income housing report to the state, and a Council‑tabled body‑art item scheduled for Aug. 19.
Staff said the Porter Lane Estates conceptual site plan and Planned Development Overlay (PDO) were approved by City Council at the most recent council meeting and that the PDO is reflected on the zoning map. Staff noted the PDO includes timing conditions and that the project team is now preparing a preliminary subdivision application.
On Portland Estates, staff said a preliminary subdivision application will come to the Planning Commission in two weeks. Staff reminded commissioners that a preliminary plat review is the primary time for the commission to interact with an applicant on design and layout and to request changes before final documents are prepared.
Staff reported an upcoming conditional‑use permit request for a micro‑enterprise kitchen (described as a home‑based occupation / micro kitchen). The hearing is scheduled in two weeks; staff noted that a similar operator previously obtained approval to sell baked goods locally and remains in business.
On housing policy, staff said Centerville submitted its moderate‑income housing report to the state to meet reporting requirements and that staff expects the report will be deemed in compliance after the 90‑day review period. Staff said the submission documents recent community engagement and steps the city has taken to address moderate‑income housing goals.
Finally, staff told commissioners City Council considered a body‑art regulation item in July and tabled it; staff is preparing a packet and the item is scheduled to return to Council on Aug. 19. Staff said they are reviewing legal issues raised during the council discussion before returning the item.
No commission votes were taken on these items during the Aug. 13 meeting; staff asked commissioners to be prepared for the Portland Estates preliminary plat and the micro‑enterprise kitchen conditional‑use hearing at the next meeting.
