Oshkosh DEI committee approves March minutes; hears update on municipal services payment resolution

The Diversity, Equity and Inclusion Committee for the City of Oshkosh approved the minutes from its March 24, 2025 meeting and received an informational update about a city resolution urging the Wisconsin Joint Finance Committee to restore municipal services payments to full funding.
A committee member moved to approve the March minutes and another seconded; the committee conducted a roll call and approved the motion. Committee members then heard from Carl, a committee member, who said City Manager Ms. Grill introduced a resolution asking the Joint Finance Committee to fund municipal services payments at 100 percent. "We are supposed to be reimbursed at a 100% of that, and right now we're being reimbursed at 37¢ on the dollar," Carl said, calling the shortfall an equity issue for the City of Oshkosh and surrounding communities. He urged committee members to email state representatives during the budget season.
Carl also noted the state is sitting on a roughly $4,000,000,000 surplus and argued the underfunding shifts costs to local municipalities.
Committee business included reminders that the May meeting is canceled, the June meeting will feature a presenter tied to the municipal services topic, and that the committee will hold its annual reorganization meeting in June to elect a chair and vice chair. Members also announced upcoming community events (Pride-related volunteer opportunities on June 29; a veterans' grave-flagging event May 17; Smashing the Stigma — Mental Health Matters on May 9; and the Hmong National Memorial Day Festival on May 24) and noted a vacancy on the DEI committee when member Liz’s term ends and she does not renew.
