County approves streetscape consultant to study Eltham and Providence Forge corridors

The Board of Supervisors on Aug. 11 authorized the county administrator to enter an agreement with Michael Baker International (via PlanRVA cooperative procurement) to perform streetscape planning and design for two corridors: Eltham (Farmers Drive to the bridge) and Providence Forge (Family Dollar/Cross Road to Route 60). The proposed task order is not to exceed $139,460 and will be paid from consultant services funds already budgeted in the Department of Transportation Development.
Assistant staff described the project's scope: inventory existing conditions, public engagement with property and business owners, safety and access-management options, conceptual design, and cost estimates to support future funding applications. Ms. Pearson and Ms. Stewart supported the project as responsive to longstanding community requests for sidewalks and beautification; Ms. Stewart noted coordination with the New Kent Chamber of Commerce for potential planting funding.
Procurement and next steps: staff said the contract uses the PlanRVA cooperative procurement and the work is expected to remain within existing rights-of-way; the board approved the motion by roll call with all ayes. Staff will proceed to public engagement and conceptual design.
