The board voted unanimously on Aug. 11 to approve Resolution R‑26‑25 allowing an exception to Commerce Corridor Overlay District design standards at 9101 Boulevard Road in Providence Forge for a proposed conversion of the disused Providence Forge Hotel to office use.
Planning staff summarized the request from Overbite Properties (NKCLL LLC). The applicant sought to waive two overlay requirements: that parking areas be paved with concrete or asphalt and that a minimum five-foot sidewalk be provided across the property frontage in areas designated as Village in the comprehensive plan. The applicant proposed a gravel parking surface to avoid concentrating runoff and said providing a sidewalk would be impractical because the parcel is set back from Route 60 and bounded by CSX tracks.
County environmental staff reviewed the stormwater plan and agreed gravel surfaces without curb and gutter could reduce downstream flooding risks. The Planning Commission forwarded a unanimous favorable recommendation with a condition that if the parking is later surfaced with asphalt or concrete, gravel diaphragms would be required along parking edges to preserve sheet-flow characteristics.
Supervisor Mr. Stiers said surrounding parcels include auto salvage and small businesses and that a sidewalk would not connect to adjacent properties. The board approved the resolution following a motion by Mr. Harris; the roll call showed all members voting aye.
Next steps: staff will process the site plan consistent with the exception and with the Planning Commission's condition regarding future paving and stormwater controls.
