Commissioners approve 'Leggett Way' road name; Commissioner Leggett recuses

Nash County commissioners approved Sept. 8 the assignment of the road name Leggett Way to an existing private access path off South NC Highway 58 that serves two agricultural/greenhouse/storage structures at 5562/5562A South NC Highway 58. Planning staff said the name assignment improves wayfinding and reduces delivery errors caused by similar addresses on North NC Highway 58.
Plan Director Adam Tyson said the path provides access to two structures owned by the applicants (JBL Farms LLC and STL Farms LLC) and that the proposed road name does not affect other properties. The county emergency services department reviewed and approved the name for addressing purposes, as required by county addressing ordinance.
Commissioner Leggett recused from the decision because of a potential conflict of interest; the clerk noted the recusal on the record. Commissioner Wilkins moved to open and then close the required public hearing (no speakers) and later moved to approve the name assignment; Commissioner Bellfield seconded the motion and the board voted to approve Leggett Way.
Tyson said only the two applicant structures will be assigned new addresses off the new road name and that the item did not require TRC or planning board review; the item is discretionary with the Board of Commissioners.
The clerk was asked to record the recusal in the minutes; the change is intended to improve deliveries and emergency response routing for the property owners.
