The City of Mayville finance committee on July 28 approved pay request No. 1 from Northeast Asphalt for the 2025 asphalt paving project, in the amount of $620,452.28, with staff noting the project is not yet complete and retainage remains.
City engineering staff reviewed the payment request and said restoration is complete but that one area on High Street (near Highland Highway Trail) appears to be slipping where the surface separated from the binder. Staff and the contractor agreed to monitor the spot a short time and, if it worsens, remove and replace the affected section behind the slipping area rather than perform a smaller patch.
The engineer said the project is currently tracking under budget by approximately $125,000–$130,000 and that a final pay request for the remaining retainage is expected. Committee members discussed addressing other local locations where loose millings or gravel at curb curves are creating hazards for bicyclists and motorcycles; staff suggested using asphalt millings as a possible remedy.
Motion and vote: a committee member moved to approve the pay request in the stated amount with the understanding additional invoices will follow; the motion was seconded and passed by voice vote.
Next steps: staff will monitor the High Street slipping area with Northeast Asphalt and, if needed, schedule removal and replacement of the affected section; the remaining retainage will be processed in a subsequent payment request.
