Henry County objects to City of Hampton annexation over existing unincorporated island and OCGA concern

The Henry County Board of Commissioners voted Aug. 19 to object to a proposed annexation by the City of Hampton of roughly 158.37 acres located on Fortson Road north of Lower Wolseley Road.
County staff told the board that one owner of the three subject properties submitted signatures sufficient for annexation using the 60% method. Staff said the City of Hampton proposed to annex the parcels without changing current zoning classifications, transferring county M‑1 (light manufacturing) and RA (residential agricultural) to Hampton equivalents. However, staff said the annexation would "exacerbate an existing island of unincorporated territory which is prohibited as per O. C. G. A. Section 36.364," and that staff believed grounds for objection under OCGA existed.
Commissioner Wilson (whose district includes the property) did not raise further questions; a motion was made to "go along with staff recommendation on the objection," a second was recorded and the chair called the vote. The chair announced the motion carried.
Discussion vs. decision: staff presented legal and planning analysis and recommended objection; the board acted on that recommendation and formally objected. Implementation: staff will communicate the objection to the City of Hampton and follow applicable OCGA procedures.
