The Port Angeles City Council authorized the city manager to sign a memorandum of understanding to continue the North Olympic Peninsula Recompete coalition’s regional work and agreed to name an alternate to the coalition’s leadership committee after the council fills its seventh seat. The coalition manages a $35.6 million federal distressed‑area Recompete pilot award covering Clallam and Jefferson counties.
Calvin (staff) summarized the background: the coalition applied for the pilot program and was awarded $35.6 million in 2023. The MOU formalizes the shared intention to manage the program through the grant period. Council had previously appointed Council Member Schwab as the city’s representative; the MOU recommends the city also designate an alternate. Commissioner Mike French, chair of the coalition, told the council there was no immediate requirement to act but said the coalition welcomes the city’s participation.
Council voted to authorize the city manager to sign the MOU and to appoint an alternate once the council has seven seated members. Council Member Lindsay Miller moved the motion and it passed unanimously. Council discussion noted the city is not a direct deployer of the EDA funds but serves as a coalition leader; the MOU asks members to align local strategic and comprehensive plans with Recompete priorities.
Staff will execute the MOU and the city will submit the alternate’s name once council membership changes are finalized.
