Airport staff told the board that a tenant who holds a ground lease for a private storage hangar has begun using the hangar address for aircraft sales activity. Staff said the tenant is not undertaking maintenance in the space but is using the hangar as a business address and occasional staging point for sales activity and photography.
The board requested counsel and staff review the lease terms to determine whether the ground lease permits commercial use and whether additional insurance, dealer licensing or a different rate class is required for commercial activity. Staff noted the lease language appears to describe "use of premises on a noncommercial basis" in earlier materials, and board members asked staff to invite the tenant back next month to explain the business and provide any license documentation.
No enforcement action was taken at the meeting; staff will return with lease language and recommendations on whether lease amendments or different billing and insurance requirements are needed.
