Staff presented a redlined update that replaces prior language around an “aware list” with a “watch list” and clarified thresholds that prompt staff to recommend action (for example, forecasted capacity trends and portable thresholds). The document specifies that the district will deliver an annual enrollment-forecast report to the full board, after which that report may generate a potential action list for facilities committee review. The update also formalized steps for the facilities committee chair to consult the board member who represents an area under consideration.
The board discussed how the document differs from past practice and confirmed that, while staff will bring forward recommendations when triggers are met, board members retain the ability to request boundary studies at any time. Members asked staff to house the finalized document in an appendix or a shared board book location so it remains readily accessible to the public and board members.
Staff said the updated guidance covers both growth triggers and declining-enrollment scenarios and will be used as an internal framework; the board did not change policy but endorsed the clarified document and asked staff to publish it in a visible repository for future reference.
