The chair identified the statutory basis for the closed meeting as "appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body" under 5 ILCS 120/2(c)(1). The record in open session shows the committee approved convening the executive session but does not record any outcomes from the closed session in open minutes.

This action followed extensive personnel-related discussion earlier in the meeting about animal-control staffing, a proposed change to make a staff member full-time, and operational supervision issues. No formal personnel decisions were recorded in open session at the Sept. 2 meeting.
