Dan River, representing Economic and Community Development, presented the item and introduced DJ Awakes, owner of Vivid Outdoor Lighting, who demonstrated the product’s functionality and described the system. Awakes said the installation would use an aluminum track beneath the building soffit, would illuminate sidewalks and building frontage, and would allow year‑round programmable colors for holidays and events. He said the system would cover roughly 1,200 linear feet on the building, with individual LED fixtures spaced about 9 inches apart. The vendor offered a 15‑year warranty on bulbs, track and transformer and a 5‑year labor warranty on installation; Awakes said many control and diagnostic issues could be fixed remotely.
City staff noted the permanent system will replace an annual rental/installation cycle that previously cost roughly $6,000 per year and that the city expects a roughly five‑year payback on the installed cost. Staff also said the city is pursuing grant and sponsorship support to reduce the net city expense for the project and that installation requires lifts and ladders for safe access.
Council members asked about timing and durability; the vendor said product lead time is about 2½–3 weeks and installation about 4–5 business days. The motion to approve the lighting installation was made by Alderman Overland, seconded by Alderman Overland/Oliver as recorded, and passed by roll call. The council recorded the measure as a contract award “up to $33,000.”
