The Craven County Board of Commissioners on Sept. 2 approved applying for federal and state transit grants that would support rural public transportation operating costs and vehicle and equipment replacements.
At a public hearing held as advertised, Kelly Walker Cuthrow described the county's request to apply for the Section 5311 community transportation program operating allocation of $468,329 and a combined capital application totaling $487,710. Cuthrow said the operating allocation is split 80% federal, 5% state and 15% local and represents about 60% of CARTS’ operating expenses; the remaining 40% is covered by the agency’s Section 5307 urban grant. She said the capital request covers four replacement vehicles, six replacement office chairs and one shredder.
The board opened and closed the advertised public hearing; no members of the public signed up to speak. After presentation, Commissioners moved, seconded and voted by roll call to approve submitting both applications.
Why it matters: Section 5311 funds support transit operations in nonurbanized areas and can be a major portion of operating revenue for rural transit providers. If awarded, the federal and state funds would reduce local operating and capital costs for CARTS and help replace aging vehicles.
Details and next steps: Cuthrow said the operating allocation sought is $468,329 and the combined capital total is $487,710. She said the state later determines the specific capital grant vehicle. The board voted to authorize the applications; staff indicated the applications will be submitted as requested and the board will be asked to accept any awards and associated budget amendments if and when grants are awarded.
