The Ferguson‑Florissant School District presented a staffing update Aug. 13 showing faster fills for certified positions and a targeted strategy to reduce reliance on outsourced non‑certified services.
Dr. Katie Chambers, chief human resources officer, told the board the district’s recruiting strategy includes three substitute pathways: temporary flexible subs, long‑term substitutes who receive paid orientation and professional development, and retired‑teacher subs who may return with benefits under a state waiver. “Flexible schedule is our temporary subbing. They choose the day. They choose the place,” Chambers said; she added the district had hired 36 long‑term substitutes and 15 retired subs and is supporting substitute candidates through DESE’s substitute certification process.
Chambers also described alternative certification recruitment: “We’ve been able to recruit quite a number of individuals with bachelor’s or master’s degrees that are experts in their field that may have never considered teaching,” she said, and the district is working with DESE and local universities (Harris–Stowe, Washington University) on early‑career supports and mentor teacher development.
On non‑certified vacancies, Chambers said the district identified previously unlisted openings — notably in food services — and plans to convert some outsourced work to district hires to reduce operating costs. The board heard that substitute pay is a board‑approved flat rate of $200 per day and that HR staff are helping candidates obtain the required training for substitute certification.
Why it matters: Board members said improved staffing is critical for a smooth first day and asked the administration to keep close coordination with finance. Superintendent Fields and board members praised the HR and hiring teams and noted the work will continue after school opens.
