Council approves multiple highway capital moves including Eagleson Bridge construction funds

Monroe County Council approved a package of highway fund adjustments and project appropriations at Tuesday’s meeting, clearing the way for drainage and bridge work. Key actions included: a $350,000 services appropriation in the Stormwater Management fund (Fund 1197) for Redbud Heights drainage improvements (Cherry Lane off Fairfax Road); a $510,000 appropriation for Eagleson Bridge construction inspection work in the Eagleson Bridge fund (fund 8176; eligible for 80% federal reimbursement); and several deappropriations to close or reallocate previously programmed grant amounts for projects including Eagleson Bridge, Rockport Bridge and Pike roadwork. Highway Director Lisa Ridge said the Redbud work is ready to be bid this fall after design by a local engineering firm and that the Eagleson Bridge work is slated for letting in January with construction inspection services required for the federal-aid project. Ridge told council the Eagleson inspection appropriation is reimbursable—MDOT (state) will reimburse 80% after the county pays invoices. All highway items received unanimous approval at the meeting; councilors flagged the county’s cumulative capital-development fund balance and asked staff to provide loan schedules and long-term payoff estimates for parking-garage obligations cited elsewhere in the meeting. Why it matters: approvals permit immediate contracting and project delivery for near-term bridge and drainage improvements; federal reimbursement will offset most Eagleson Bridge inspection costs. Next steps: engineering to finalize bid packages for Redbud; Eagleson Bridge to proceed to January letting; accounting will process deappropriations and close finished grant funds as required.
