City Manager Steven Crockoff summarized the package as modest, administrative and business‑supporting changes intended "to make our processes more efficient, clarifying our licensing framework, and better aligning our code with community preferences." The amendments shift the renewal application deadline from Nov. 15 (with a Dec. 15 late period) to an Oct. 31 initial deadline with a Nov. 30 late period, preserving the same overall window but giving staff additional processing time.
