Council reviews proposal to update emergency operations plan and expand EOC training

City staff presented a proposal to update the Emergency Operations Center (EOC) plan and expand staff training and exercises. The contract before the council would reorganize and shorten the current EOC plan and provide ongoing training and exercises, including a planned joint exercise with neighboring jurisdictions and the county Department of Emergency Management.

"The proposal before you is to upgrade our emergency operations plan, which is outdated, and very lengthy," a staff member said. Staff described the work as shortening the plan and reorganizing sections, and adding recurring training and exercises so that EOC staff retain proficiency. Staff also noted collaborative arrangements: meetings and joint exercises are planned with neighboring jurisdictions and the county DEM.

Why it matters: staff argued that regular training and an updated, concise EOC plan will help the city maintain readiness for fires and other emergencies and improve notification and response.

Discussion vs. action: staff indicated that the contract will go to council (it might appear on consent) and that the vendor has already contributed work without compensation. Councilmembers expressed support and said the item could be placed on a future council agenda for approval.

Next steps: staff will place the EOC contract amendment or new contract on the appropriate council agenda and proceed with scheduling joint exercises and plan revision work once authorized.
