Staff said the amendment is an on-call arrangement renewed every six months to allow retooling of scope to match project needs. Council was told the amendment cap is “not to exceed $175,000,” and staff noted West Yost had assisted the city in securing about $5,750,000 in grant funding since 2021. The two-year budget for fiscal year 25–26 already included $560,000 committed to West Yost engineering services.
Council moved and seconded a resolution authorizing the amendment; the council voted 5–0 to approve.
