City reviews water-project list, well-drilling RFIs and wastewater solar-battery commissioning

Cloverdale staff briefed the subcommittee on water, wastewater and energy projects, including a compiled list of candidate water projects intended for discussion with the regional water agency, a well-drilling procurement process, pending biosolids RFP responses, and the addition of a new transformer and solar-plus-battery system at the wastewater plant.
Vanessa said the list of water projects will be used in meetings with the water agency to explore potential funding, noting the effort dovetails with regional discussions about Potter Valley mitigation and water-supply planning. "We asked Vanessa to put together a list of all the water projects," a staff member said, and staff will ask the water agency whether funding opportunities exist for items on that list.
On well drilling, staff said one RFI has been received and two more are outstanding; permits and county coordination are in progress and staff hope to finish drilling-related tasks by the end of the year. On biosolids, two scopes have been received for the earlier RFP and staff expect to close procurement within a week and review proposals. Wastewater operations reported the new 750-kVA transformer is installed and the plant is running on PG&E service while solar production and the Tesla battery system come online; staff plan panel cleaning to establish a baseline production week and then negotiate any differential rates with PG&E.
Why it matters: water-source projects and well drilling relate to long-term municipal water security, potential mitigation funding from regional actions, and capital permitting. Wastewater energy upgrades affect operating costs and reliability. Staff said that although the list contains many projects, funding and agency approvals will determine which proceed.
Next steps: staff will meet with the water agency to review the project list, complete well RFIs and permitting, evaluate biosolids proposals, and monitor solar-plus-battery baseline production to inform PG&E negotiations. No specific contracts were approved at the meeting.
