Cloverdale council approves $66,227 PEG fund budget amendment for AV upgrades

The Cloverdale City Council on Aug. 27 voted unanimously to approve a resolution amending the fiscal-year budget to authorize $66,227 in PEG (public, educational and government) funds for new public-meeting audio-visual equipment. The vote was 5-0. City staff told the council the amount reflects the city’s current PEG fund balance and includes a contingency; council members asked for clarification of line-item pricing and warranty terms before the contract is signed. A staff member said the quoted equipment price in the proposal is about $40,450 and the rest reflects a 25% contingency and the remaining PEG fund balance. The council’s motion covered the budget amendment only; the contract itself is within the city manager’s signing authority and will be handled administratively. The discussion compared two contractor approaches. One bid, presented through the city’s IT vendor KLH, would install a stand-alone system using components from Signal Solutions and be maintained long term by KLH; staff said that arrangement includes an asserted “lifetime” warranty tied to KLH’s ongoing maintenance relationship. An alternative quote from Bradley Electric emphasized projector brightness and network reliability at a lower initial cost. Council members asked staff to confirm exactly what “lifetime” warranty covers (parts, labor, term) before the contract is executed. Staff emphasized a goal the council has raised previously: to make the city’s meeting AV fully stand-alone and portable so meetings can be moved if needed and so the system is not dependent on the Council’s host venue. Staff also said KLH provides weekly pre-meeting checks and an on-call helpdesk that has prevented meeting cancellations in recent months. Council members and staff said they prefer the Signal Solutions quote routed through KLH for long-term support, provided warranty terms are clarified. One council member noted that tabling the decision for further vendor negotiation would delay repairs and leave meetings at risk of cancellation. The council approved the budget amendment 5-0. Staff said, because the contract total is below the city manager’s signature authority, the city manager will proceed with final contract execution after confirming warranty and scope details and coordinating with KLH for installation.
