Resident urges stricter enforcement of vehicle registration and complaints about unsheltered camping near library

A Commerce resident, Victor Ford, used the public-comment period at the Aug. 19 council meeting to press city officials to enforce vehicle-registration laws and to report an instance of someone sleeping on a picnic table at the city library.
Ford said he regularly observes multiple vehicles parked on public streets with expired registration and urged the city to enforce state law. He referenced the Texas Transportation Code and said parking a vehicle on a public street with expired registration is a violation. “If they're parked on a public street, there needs to be consequences for those,” Ford said.
Ford also described seeing a person sleeping on a library picnic table early one morning and said he observed no police patrols during a 15‑minute watch after he reported the situation to the police station. “I came back up and watched for 15 minutes, and never saw a police officer come back by,” Ford said, adding he would volunteer to assist if the city needs help with enforcement.
The council did not take immediate action during public comment but the matters were discussed elsewhere on the agenda: staff and police later presented other items including public-safety budget increases and a proposed license-plate reader deployment.
Ford's comments were part of the public‑comment record; council members and staff did not announce immediate changes to enforcement practices in response during the meeting.
