Fostoria council adopts multiple ordinances: alley vacation, land conveyance, street-sweeper lease and appropriations

Fostoria City Council adopted a set of ordinances and a resolution during its meeting, approving property, equipment-financing and appropriation actions and setting a budget workshop for November. Council voted to adopt an ordinance vacating an unnamed alley in the Fourth Ward; the ordinance became 2025-56 after roll-call approval. A council resolution authorizing conveyance of a parcel near Ohio Avenue from the City of Fostoria to the Seneca County Land Reutilization Corporation passed and became resolution 2025-57. Council also authorized the director of finance to apply for financing and enter into a lease-purchase agreement for a new street sweeper and declared the measure an emergency; the three-reading rule was suspended and the ordinance passed as 2025-58. Amendments to the city's 2025 financial recovery plan and changes to permanent appropriations were also adopted (ordinance numbers 2025-59 and 2025-60, respectively), following roll-call votes recorded on the docket. In new business, council suspended the three-reading rule and adopted an ordinance appropriating funds from the fire donation fund so the fire chief could order items; that ordinance became 2025-61. Separately, the ordinance to amend traffic control maps received a second reading during the meeting. Procedural notes and scheduling: council amended and recorded a change in legal representation language for the PFAS ordinance (the amendment constituted a second reading). Council president appointed Council member Grine to the Parks and Recreation board; the appointment was accepted. The finance committee moved to hold a budget work session Nov. 18 at 5:30 p.m., with the regular council meeting to start at 6:00 p.m. or at the conclusion of that workshop, whichever is later.
