Fostoria council approves emergency lease for Angle of Attack Aviation at municipal airport

The Fostoria City Council on Tuesday amended an airport-lease ordinance to declare an emergency, suspended the three-reading rule and adopted the lease authorizing the mayor to execute a contract with Klein Custom Concepts LLC doing business as Angle of Attack Aviation. Councilman Cassidy moved to add emergency language to the ordinance; Councilman Mendoza seconded and the amendment passed by roll call. Cassidy later moved to suspend the three-reading rule; the suspension passed 6–1 (Lehman voted no). The final adoption motion, moved by Councilman Lake and seconded by Councilman Baker, passed by roll call and the ordinance became 2025-63. The presiding official said Kevin Klein, the sole proprietor of Angle of Attack Aviation, currently serves as a mechanic for Bowling Green State University airport operations and would establish operations in Fostoria three weekdays per week. "Having him here will help fill our hangars with planes and make the airport much more viable," the mayor said during the meeting. Council discussion emphasized the need to execute the lease quickly so the lessee could begin operations. The ordinance as adopted declares an emergency to allow immediate execution; the council did not discuss lease financial terms in detail during the meeting. The measure passed with the following roll-call votes on final adoption: Lehman Yes; Podek Yes; Cassidy Yes; Baker Yes; Grine Yes; Mendoza Yes; Lake Yes. The lease ordinance was recorded as ordinance number 2025-63.
