Village board adopts housing development opportunity analysis as planning tool

The Village of East Troy board voted Thursday to adopt a housing development opportunity analysis produced with the Walworth County Economic Development Alliance (WASEDA) as a planning tool for developers and brokers. Eileen, a village staff member who presented the item, said the analysis was intended as a pilot to help address workforce housing shortages in the county.
“By approving it, you're not agreeing to a specific development,” Eileen told the board, emphasizing that any development would still need to follow the usual review and approval processes. The analysis identifies sites that may be appropriate for different housing types and is intended to shorten initial developer outreach.
Eileen said the village had not contacted property owners listed in the report; she recommended developers be the ones to reach out to owners. Trustees noted some listed parcels are already zoned residential or were platted before the recession and may simply be ready to develop. One trustee suggested proactively notifying property owners; Eileen said the village could do so, but she preferred developers contact owners directly.
The board voted in favor of a motion to approve the analysis, which the planning commission had recommended. There was no vote on any specific rezoning, sale or development, and staff said written notification to adjacent property owners had been sent after a planning commission procedural notice was inadvertently missed.
The action makes the analysis available to brokers, developers and the village’s community development activities but does not change land use or obligate property owners.
