The Hamilton County Drainage Board voted Sept. 8 to approve a variance requested by Citizens Energy Group, represented in the packet by Bruce Cooley, allowing fill in the Little Eagle Creek regulated drain floodplain for a water-supply project in Lebanon.
Board staff said the plan places 79.9 cubic yards of fill in the floodplain and removes 247.4 cubic yards elsewhere, producing a 3.1-to-1 removal-to-fill ratio that meets the ordinance requirement. Staff recommended approval and noted an approval memo from Christopher Burke dated Aug. 29, 2025, supporting the project.
The motion to approve the variance was made subject to the surveyor’s recommendations; the board voted in favor. No enforcement actions or denials were recorded. The board did not state any additional conditions beyond adhering to the surveyor’s recommendations and the terms of the referenced memo.
