Council authorizes RFP/RFQ process to preposition FEMA disaster recovery administrative and engineering services

The council authorized city staff to issue a request for proposals for an administrator to handle FEMA Public Assistance (PA) and Hazard Mitigation Assistance (HMA) grants, and a request for qualifications for engineering services to support those applications and project implementation.
City Manager Dr. Smith introduced the item and invited John McElfish from GrantWorks to explain the approach. McElfish said the procurement would pre-position the city to apply quickly for federal funding when disasters are declared, noting procurement typically takes about a month and funding windows can be short. He described an arrangement in which the city would procure an administrator once for a period of up to five years to avoid repeated procurement delays each time the city pursued PA or HMA funding.
McElfish said eligible projects under PA and HMA can include infrastructure repairs, warning sirens, and generators, and the administrator would assist with applications and project implementation. The council made a motion to approve authorization to issue the RFP and RFQ; the motion passed on a unanimous roll call (Burns yes, Evans yes, Jacobs yes, Berson yes, Edwards yes).
The authorization does not obligate the city to accept any particular firm; it authorizes staff to begin the competitive procurement process described in the agenda item.
