The commission voted to recommend denial of a request to rezone a 0.826‑acre portion of a larger Reagan Ridge parcel near Manor Road and Wilson Road to a business zone. The motion to recommend denial carried after multiple residents urged the commission to prioritize completion of existing residential construction before permitting additional commercial uses.
Attorney Ray Gusty, representing the applicant, said the requested rezoning had been narrowed from a larger parcel to the small corner near the intersection and that the area met minimum parcel size requirements for the B zoning district. Gusty also said the developer had planned an access set back that met municipal spacing requirements.
Neighbors who live in adjacent Westmoreland Farms said they were disappointed that multiple buildings in the nearby development remained unfinished for years and that marketing materials showed an activity center or barn conversion that has not been built. “We urge the commission to reject the proposed zoning change and not consider any additional business zoning until the planned residential units are completed and occupied,” resident Bill Muirah said.
Commissioners discussed the historical plan documents which showed an activity center and a farm‑themed playground but found no current obligation in the developer’s agreement for the barn or activity center to be completed prior to rezoning. The commission concluded the practical concern from neighbors — unfinished visible construction and marketing promises — was a reason to deny the rezoning application at this time. The commission’s recommendation to deny the rezoning will go to borough council for final action.
What’s next: The commission forwarded its recommendation for denial to council; council will review the recommendation and the applicant may choose to seek reconsideration, supply additional commitments, or withdraw the rezoning request.
