State clarifies milk‑dispenser placement, monitoring and reimbursable‑meal requirements

She said districts may keep milk dispensers beyond the point of sale, but must have a state‑approved process—such as an SFA monitor or an alternate monitoring method—to ensure students receive a full 8‑ounce milk serving when milk is required to make the meal reimbursable. Possible options include ensuring the meal is reimbursable at the point of sale without the milk, monitoring the dispenser to ensure full portions, or reconfiguring service so milk is prior to the cashier when feasible.
Rhonda asked districts with milk dispensers past the point of sale to contact their regional consultant for technical assistance; regional consultants will review setups and share concerns with central office so the state can track which sites have nonstandard dispenser placement.
The department said these steps are intended to protect meal reimbursement integrity and acknowledged that local layout and service flow may require different approaches.
