The Philomath City Council adopted Resolution 25‑19 on Aug. 11, 2025, authorizing the city to apply for a $60,000 housing planning grant from the Oregon Department of Land Conservation and Development (DLCD). The motion passed unanimously, 7–0.
City staff said the city has already submitted the application and requires council authorization before DLCD awards funds. Staff recommended using Oregon Cascades West Council of Governments (OCWCOG) as a grant partner — OCWCOG provided application assistance and would likely perform planning work if funds are awarded. City manager staff emphasized OCWCOG—s familiarity with updated housing rules and capacity to help implement planning changes.
A councilor asked whether it was procedurally odd to apply before the council adopted a resolution; staff clarified that DLCD requires the council—s resolution before award and that the city—s application submission already follows usual practice for timing. There was no council opposition and the resolution passed 7–0.
If awarded, the grant would support work to update housing policies and development‑code language; staff has recommended OCWCOG as the primary vendor to deliver the planning work.
