HILLIARD, Ohio — Hilliard City Council adopted Resolution 25 R 71 on Sept. 8 appointing members to a Housing Steering Committee and authorizing related participation in a housing study, while some councilors questioned the study’s timing relative to the recently completed comprehensive plan and recent zoning overlay decisions. One council member asked whether a housing study normally precedes a comprehensive plan; staff replied that communities vary and that the housing study will provide a more detailed market analysis and specific implementation recommendations consistent with the comp plan. The council member said the study felt backward in places because the city has already adopted corridor zoning overlays and other code changes that might be influenced by a housing analysis. Staff said the housing study could inform future code updates and timelines for zoning-corridor implementation. The resolution passed by roll call 6-0. Staff will proceed to convene the committee and begin the study work; council requested timelines and that staff present budget and schedule information early in the process so members can review and comment during fall budget deliberations.
