Hilliard approves design funds for Cosgray/Jeffrey Lynn roundabout; staff recommends full closure during construction

HILLIARD, Ohio — The Hilliard City Council on Sept. 8 authorized a professional-services agreement with Arcadis US Inc. to design a single-lane roundabout at the Cosgray, Jeffrey Lynn and Hoffman Farms Drive intersection, approving $150,000 now toward a $629,400 design contract. Lenny, a city staff presenter, said the project has been in the city’s capital improvement program for years and that a developer contribution (about $370,000) and a July capital-budget amendment for $150,000 helped advance the design phase. He estimated construction costs “probably in the $2.2 million range.” Council members asked about construction staging and whether the city could compress the schedule. Staff recommended considering a full closure for construction; Lenny said past projects that attempted to maintain traffic during roundabout construction cost more and took longer. “My recommendation would generally be to close it down and get it done and rip the Band-Aid off as quickly as possible,” he told council. The design contract will allow staff to include maintenance-of-traffic options and cost comparisons when the project goes to bid. The resolution passed by roll call 6-0. Staff said the balance of design and construction funding will be included in future capital budgets for 2026 or 2027.
