City staff noted a potential legal‑services conflict because the same law firm represents both Philomath and Corvallis; the city waived the conflict for this limited, mutually beneficial agreement. Philomath staff said the funding will be reflected as an end‑of‑year revenue adjustment; the amount cited in materials corresponds to current cleaning costs and will adjust annually.
Council action: the council moved to authorize the city manager to execute the IGA and approved the motion; the meeting record shows the motion passed 6 to 0.
