Sierra Vista city council on Aug. 28 approved its consent agenda but several council members later said three items on the consent agenda merited fuller public discussion and should have been placed on the regular business list.
Council member Mark Rodriguez said items 2, 3 and 4 appeared more substantive than routine and that he had follow-up questions even after reading the materials. "In the future, I would like to ... having something more substantive like that be put into the new business for us to vote and open each item for discussion," he said.
The consent agenda motion — which bundled minutes and three resolutions accepting deeds and granting a water easement (resolutions 2025-065, 2025-066 and 2025-067) — was moved and seconded and a vote was called; the transcript records the chair saying the item passed. Council discussion after the vote acknowledged the items should have been treated as regular business to give new council members more opportunity for questions.
One member of the council characterized the placement on consent as an "accident" and said staff and council would be more careful in the future to distinguish routine consent items from substantive matters that deserve separate discussion during the work session or regular session.
