TDC backs $3 million partnership for Sarah Studios theater conservatory and convention-center AV support

The Manatee County Tourist Development Council on Aug. 18 recommended that the Board of County Commissioners approve a $3 million package to support Sarah Studios, a planned theater conservatory that will link to the Manatee Performing Arts Center, and an additional $500,000 for a marketing and partnership arrangement tied to audiovisual capacity at the convention center.

The request to the county reflects two linked purposes: capital support for a new four‑story conservatory that organizers say will expand rehearsal and performance space for youth and adult orchestras, opera and ballet partners; and an upfront purchase of audiovisual equipment to be owned by the nonprofit operator and used to service the adjacent convention center.

Elliot Falcone, Manatee County tourism director, described a revised project scope since June: the facility’s design grew from three stories to four; the total ask is $3 million, with $2.5 million for capital. Falcone told the council staff proposes holding $1.75 million in reserve to be released as a reimbursement when the grantee attains a temporary certificate of occupancy; that approach is intended to incentivize private fundraising and reduce county risk.

Janine Amick (identified in the meeting as representing the Manatee Performing Arts Center) attended with project details. Falcone and Amick said the nonprofit would own and manage initial audiovisual equipment (estimated at about $300,000) to support convention center events and to provide on‑site AV staff. Falcone said the ownership model is intended to improve equipment care and create a revenue stream for the nonprofit.

Supporters at the TDC framed the investment as economic development for downtown arts, tourism and convention business. Mayor Jean Brown and multiple TDC members praised the proposed partnerships with the Sarasota Ballet, Sarasota Youth Opera and the Pops/Bradenton Symphony, and suggested the project will increase convention bookings and local visitation.

A motion recommending the $3 million package and the $500,000 marketing/partnership request passed unanimously. Falcone said final terms would be documented in reimbursement agreements and that the funds would be brought to the Board of County Commissioners for approval on the consent agenda.

Discussion vs. decision: the TDC’s vote was a recommendation to the Board of County Commissioners; actual grant disbursement, timing and any milestone conditions (for example, issuance of a certificate of occupancy) remain subject to county approval and contractual terms.
