Town staff said the change is being made to comply with Senate Bill 784 and the resolution cites a section of Florida law referenced in the meeting record. A staff speaker described the approach as an internal review process: the town’s engineer, surveyor, contracted town planner, public works staff and town attorney will examine submittals before the administrative official signs approvals.
Town staff presented the resolution as an implementation of recent state statutory changes. The commission voted to adopt the resolution; members voiced support during the meeting and the chair called the vote in favor. The motion and vote were recorded as passing during the meeting.
The action transfers the final approval authority from the commission-level review to a designated staff official, while preserving technical review by town consultants and departments. Staff said that the administrative official will sign plats only after those internal reviews and legal checks are complete.
The resolution does not change that plats must meet applicable state and local technical standards, and staff said the town’s engineer, surveyor and attorney will continue to review compliance. The item drew no extended public comment at the meeting and questions from commissioners focused on the statutory requirement and internal review steps.
The commission’s vote implements the administrative process described by staff; the town will publish the procedural details and the identity of the designated administrative official as required by law.
