Lakewood Farms: Max (city staff) told the board the proposed subdivision in the city’s southwest quadrant will include 97 residential lots, four new streets and a wet detention pond in the southeast corner of the property. The pond outlets to County Highway NN and eventually drains toward Highway 45. After reviewing plans, staff recommended approval; board members voted to approve the maintenance agreement. Max said long‑term maintenance would typically fall to the homeowners association, with each parcel owning an equal share of the commons that include the pond.
Wingate Creek Business Center (amendment): The board approved Amendment No. 2 to a permit originally issued in 2000, to ensure a proposed We Energies service center and storage yard install inlets and pipes consistent with the regional stormwater design and that the property owner will maintain the storm infrastructure on their site. Max emphasized the amendment applies only to facilities on the We Energies parcel; existing regional collection features remain governed by the original permit.
Dealership expansion (amendment): The board also approved Amendment No. 2 for a property where a dealership acquired the adjacent parcel (previously a bank), demolished the building and expanded its parking area. The amendment places the second maintenance agreement under the same permit number for the merged properties so the owner meets city code and DNR regulations.
What the record shows: For each item, staff described the design intent and recommended approval to ensure the long‑term functionality of stormwater facilities. The Board approved the three items by voice votes; members asked clarifying questions about who would maintain the detention pond (answered: homeowners association) and which on‑site features the private owners would be responsible to maintain (answered: inlets and on‑site pipes for We Energies; additional features for the dealership amendment).
